Kiryowa Kiwanuka Nsumikambi Mugambe commonly known as Kiryowa Kiwanuka is a Ugandan lawyer, businessman and politician who serves as the Attorney General of Uganda in the Ugandan Cabinet. He was appointed to that position on 8 June 2021, replacing William Byaruhanga, who was dropped from cabinet.
Background and education
Kiwanuka was born in Uganda circa 1972. His father, the late Jimmy Mugambe Kiwanuka was a Ugandan lawyer. His late paternal grandfather, Jolly Joe Kiwanuka, was a Ugandan politician who was murdered by dictator Idi Amin in the early 1970s.
Kiryowa spent his early childhood in Nairobi, Kenya, where the family lived in political exile, before returning to Uganda in 1980. He attended Budo Junior School for his elementary school. He then transferred to Kings College Budo for his O-Level studies. For his A-Level education, he studied at Makerere College School. In 1993, he was admitted to Makerere University, Uganda’s oldest and largest public university, to study law.
Kiryowa Kiwanuka graduated from Makerere University, with a Bachelor of Laws degree. He then attended the Law Development Centre, graduating with a Diploma in Legal Practice. He was admitted to the Uganda Bar in 1997. Later, he was awarded the degree of Master of Laws in Petroleum Law and Policy by the University of Dundee in Scotland.

Bernard is a Senior Partner at the firm and the current President of the East Africa Law Society. He is a certified PPP specialist with over 10 years experience in project finance gained from various advisory roles on government privatisation and PPP projects. He is experienced in evaluating of project proposals, structuring of project financing, negotiating concession agreements as well as carrying out due diligences. Some of the projects he worked on include but are not limited to the Standard Gauge Railway line, crude oil pipeline, transmission lines and oil refinery spanning four countries Uganda, Kenya, South Sudan and Rwanda under the Northern Corridor Initiative.
Prior to joining legal private practice, he had worked for close to 9 years with the Ministry of Finance, Planning and Economic Development, first as a Legal Counsel with the Privatisation Unit and thereafter with the Department of Project Analysis and PPPs.
Bernard was also a member of the Board of the Uganda Railways Corporation, a position he held for three years. He was responsible for providing guidance and oversight support to the management of the Corporation in the execution of its core mandate of monitoring the Rift Valley Railway Concession and ensuring that the Concessionaire meets its obligations under the Concession Agreement.

Excellent skill in Government Relations, Stakeholder Engagement, Strategic Planning and working with Boards and Senior Executives in implementing transformative initiatives
Juuko, holds a Bachelor of Commerce degree from Makerere University in Kampala, Uganda and a master’s degree in Strategic Planning from the Herriot Watt Business School in Edinburgh, Scotland.
She also has completed various professional courses and programmes in management and leadership.
Juuko started her banking career in 2001. She was between April 2009 a Vice President, Head Fixed Income, Currencies and Commodities at Citibank Uganda Limited, before heading to Citibank Kenya as Vice President, Customer Sales and Derivatives Marketing, a role she served between June 2010 and June 2012.
She later joined Stanbic Bank Uganda in 2012 as Head, Global Markets role till December 2017 when she got appointed, Head, Corporates and Investment Banking at Standard Bank, Namibia; a role she took up in January 2018.
While as head of Global Markets, Juuko is said to have exhibited all-star performance, winning the highly coveted Primary Dealer of the Year award for 6 consecutive years.
Conference engagements:
Joseph Muvawala holds a PhD in Economics, a Master of Arts in Economic Policy and Planning and a Bachelor of Arts in Economics and Social Administration, all from Makerere University. He possesses professional experience both at middle-level and top management of over 20 years in development practice and policy formulation. For the last 6 years, Dr. Muvawala has been the Executive Director of the National Planning Authority a semi-autonomous Agency under the Ministry of Finance, Planning and Economic Development, charged with developing integrated development plans for Uganda. Under this job, Joseph is tasked with managing and handling complex deliverables related to various sectors of the economy, including and not limited to sustainable financial and socio-economic development, evaluation of Government programmes and policies, development of the National Development Plans and monitoring their implementation, advising the Executive on economic policy direction for improved economic growth, among others. Joseph possesses profound experience in evaluation principles, standards, processes, and methodologies, including demonstrable understanding of state-of-the-art evaluation theories and practices. He has provided technical oversight of evaluation of Government programs such as the Universal Primary Education (UPE), the Decentralization programme, Mid-term and End of Term evaluations of the National Development Plans (NDP I and NDP II), various Government projects, Country Strategy Papers, Donor Country Strategies, to mention but a few.
Mercy Kyomugasho Kainobwisho (born c.1979), is a Ugandan lawyer, business administrator and corporate executive, who serves as the registrar general and executive director of the Uganda Registration Services Bureau (URSB), effective December 2020. Prior to her current position, she served as the director of intellectual property at URSB
In 2004, after admission to the Bar in Uganda, Kainobwisho joined Shonubi Musoke & Company Advocates, as a Legal Assistant, serving there for one year. She then transferred to the Uganda Ministry of Justice and Constitutional Affairs, as a State Attorney, working there for six years until October 2011.
In November 2011, she joined URSB as the Manager, Intellectual Property, serving in that capacity until June 2013. She was then promoted to Director, Business Registration, serving there until February 2017, when she became the Director, Intellectual Property at URSB.
In December 2020, following the election of Bemanya Twebaze as Director General of the African Regional Intellectual Property Organization (ARIPO), the Board of Directors of URSB conducted interviews for his replacement and Mercy Kainobwisho was selected as the best candidate. She assumed office on 22 December 2020.
Dr. Eng Silver Mugisha is the Managing Director of National Water and Sewerage Corporation (NWSC), Uganda – one of the well performing water utilities in Africa.
Mugisha has over 20 years experience in water utility operations, international policy, research and advisory services.
He has been instrumental in the transformation of NWSC and has served the Corporation in various capacities since 1994. Prior to his appointment as the Managing Director, he was Chief Manager in charge of the Institutional Development and External Services Division.
Mugisha has led several teams of experts from NWSC-External Services on a number of institutional development and governance strengthening assignments in various organizations in Uganda, Kenya, Tanzania, Zambia, Nigeria, Ethiopia, Rwanda, Trinidad & Tobago, India, among others.
Mugisha has a wide and long experience in water governance, performance improvement planning and institutional development. He has contributed to knowledge development in the water sector and published a number of policy and research papers in several peer-reviewed journals, mainly focusing on performance management, WSS reforms in developing countries, pro-poor services, and technical efficiency analysis.
Mugisha has contributed to the advancement of the water sector internationally by holding several positions in a number of international institutions. He is currently the Vice President (East Africa) of the Executive Board of African Water Association (AfWA); President of the Scientific and Technical Council of AfWA (2010-2014); Chairman of the WOP-Africa Programme Committee (2010-2014); member of IWA Programme Committee (2010-2012); a fellow of International Water Association (IWA); and a fellow of Netherlands SENSE Research School.
He has authored a book (published by IWA Publishing) titled, “Utility Benchmarking and Regulation in Developing Countries: Practical Application of Performance Monitoring and Incentives”.
Cephas is an Advocate of the High court. He is a graduate of the University of Makerere and holds post-graduate qualifications from various institutions in the U.K., Sri-Lanka and South Africa. He has distinguished himself as a Tax Consultant. He represented Uganda Revenue Authority (URA) in the Parliamentary Committee of Finance and advised on the drafting of the Income Tax Act 1997 of Uganda. He represented the Uganda Revenue Authority in drafting the Tax Appeals Tribunal Act.
Cephas worked in various capacities with the Uganda Revenue Authority. He headed the Quality Assurance Section of the Income Tax Department for six years and was the Chairman of the Quality assurance Committee of the East African Revenue Authorities Technical Committee. He was counsel for URA on several matters before the Tax Appeals Tribunal. Before his resignation he was Deputy Commissioner of Domestic Direct Taxes. Cephas is currently a member of the Investment Committee of the Uganda Law Society.
He is a distinguished legal and tax consultant and has carried out a number of consultancy assignments within Uganda for various ministries and government bodies and outside Uganda for the EAC, GIZ, IFC and the World Bank. Mr. Birungyi has also represented companies like Meera Investments Ltd; Warid Telecom (U) Ltd; Tembo Steels Ltd; Speke Hotels, NH&CC Ltd, various banks such as Crane Bank (U) Ltd and Bank of Baroda and DFCU Bank among others. He has conducted a number of tax advisory consultancies for companies such as BMO Nesbitt Burns Inc. and Fraser Milner Casgrain LLP; Thorsteinssons LLP; FINCA IT Services Ltd; Uganda Communications Commission; Golden Leaves and Resorts Ltd and Sheraton Kampala Hotel; Uganda Development Bank Ltd; China Chongqing International Construction.

Taxation in the Age of Disruption: Challenges and Strategies for Compliance
Jet John is a partner at Kampala Associated Advocates (“KAA”) and he is works with the litigation department. He is also a partner in the employment, property and land conveyancing practices.
Jet is a graduate of Makerere University and has been a practicing advocate for over 10 years. As a law student at Makerere University, Jet famously sought redress from the High court of Uganda seeking a judicial review to quash the decision of the university tribunal regarding the results of an election. This case is now locus classicus on judicial reviews under the laws of Uganda.
Jet joined KAA as a law student and has since established himself as a formidable litigator and skilled negotiator. For many years he led the debt collection team at the firm that was responsible for Umeme’s enormous debt. The team reduced the said debt by 75% and Jet then followed up on the uncollected debt, representing Umeme in over 900 cases to recover the debt. He also negotiated scheduled payment agreements with over 500 of the defaulters on the client’s behalf. The team eventually recovered over UGX 50 billion.
Further to this, Jet represented Tullow in the acquisition of land in the Albertine Graben and participated in the 3D seismic oil exploration exercise. He led the negotiations with the project affected persons during the resettlement exercise and thereafter represented Tullow in the claims that led to lawsuits.
Jet is well versed with property and land conveyance laws in Uganda and has advised numerous clients on the acquisition of land in PPPs. He represented the Uganda National Roads Authority in land disputes relating to land acquired in the construction the Kampala-Masaka, Masaka-Mbarara and Mbarara-Kabale roads.
He has extensive experience in the banking and finance sector, particularly with regard to mortgage perfection and bank recoveries, He has represented such leading banks as Standard Chartered Bank Uganda Limited and Centenary Bank in a multitude of matters. He is part of the team representing a client in Uganda’s largest banking and finance matter to ever be litigated under the Financial Institutions Act. The case pertains to among others, a cross section of banking laws and regulations, insolvency of financial institutions, credit and loan agreements and is worth over USD 120 million dollars.
Jet is a dedicated farmer and carries out various farming activities in his spare time. He has a particular interest in the preservation of traditional herds commonly known as the Ankole long-horned cows.
Sim is a Partner at the Firm and serves as the Head of KATS’ Banking & Finance, Corporate & Commercial, Energy, Oil & Gas, M&A, Capital Markets and TMT practices.
Sim is widely acknowledged and internationally recognised as one of the leading transactional lawyers in East Africa. He boasts of over 20 years’ multi-jurisdictional practice experience having worked in New York, South Africa and Uganda
Sim works collaboratively with global and emerging corporate leaders to execute complex transactions and achieve tax-efficient growth. Sim provides high-level insight into all aspects of complex transactions and brings clarity to time-sensitive and nuanced deals and issues.
Sim has worked closely with most of the leading commercial law firms in East Africa, South Africa and the United Kingdom including most of the magic circle firms and has developed an excellent working relationship with many of the key transactional lawyers in these firms. He is known for strengthening bargaining positions and moving deals forward by understanding interests of all parties and all moving parts of complex transactions.
Sim has structured, negotiated, and executed landmark multimillion-dollar deals and financial transactions in Uganda and East and sub-saharan Africa in the fields of: Capital Markets, Banking & Finance, Technology, Media & Telecommunication, Insurance, Private Equity, PPPs & Project Finance, Energy, Oil & Gas and Mergers & Acquisitions.
Having handled some of the largest and most cutting edge transactions in Uganda, Sim has become a go to advisor for several local and multinational companies with new and unusually complex or large scale transactions in the region.
Clients have come to rely on him to provide thoughtful analysis, plain English explanations of complex legal issues and to find creative solutions focused on overall business objectives.
Sim is licensed to practice law as an Attorney and Counsellor-at-law in the State of New York as well as an Advocate, Commissioner For Oaths and a Notary Public in Uganda.
Sim is also certified as a Commercial Arbitrator and Mediator by the Ugandan Center for Arbitration and Alternative Dispute Resolution (CADER).
Sim sits on the boards of local entities of several multinational companies in Uganda, he is a member of the Uganda Law Society’s Continuing Legal Education Committee and an external examiner and guest lecturer at the Law Development Centre in Kampala, Uganda. He also spends a large amount of time mentoring and training young lawyers.
She was the Head of Safaricom Business, responsible for sales, for 21 months, from August 2009 to April 2011.
Sylvia was elevated to General Manager for Enterprise Business in May 2011, a position she held for the next four years.
She was then promoted to Director of Consumer Business at Safaricom in May 2015. She ascended through the ranks at Safaricom to join the company’s senior management team.
Sylvia acted as the Director, of Special Projects at Safaricom from 1 October 2018 to 2 November 2018 before becoming the Chief Customer Officer at Safaricom from November 2018 until September 2022, reporting directly to the telecommunications company’s CEO.
Sylvia was appointed chief executive officer of MTN Uganda on October 1, 2022, succeeding Wim Vanhelleputte, who was promoted to regional executive responsible for operations in Congo-Brazzaville, Guinea-Bissau, Guinea-Conakry, and Liberia.
